Can an iPod connect to Windows 7 Safe Mode?

I am using my iPod as a wireless receiver until I get a new one, and I need to get into safe mode with networking to fix an issue I am having with steam, in safe mode my ipod does not connect to the computer at all. How can I connect my ipod to safe mode?
